罗兴亚人（Rohingya people），或译洛兴亚人、罗辛亚人或罗兴迦人 ，是缅甸若开邦阿拉干地区的一个穆斯林族群（集中在若开邦北部近孟加拉边界一方的貌夺和布帝洞镇区）。
他们自称是古代到孟加拉湾经商的阿拉伯人后代，早在公元7世纪就已在缅甸居住。亦有缅甸民族主义者声称，罗兴亚人主要是19世纪英国控制缅甸之后，作为英国殖民当局“以夷制夷”的帮凶移居到缅甸的南亚人与当地部分土著融合后形成的混血民族，此后又融入了1971年第三次印巴战争后逃入缅甸的孟加拉国难民。罗兴亚人信奉伊斯兰教，说孟加拉语的一种方言，从体貌特征以至文化上与孟加拉人相差不大。
